Remote desktop is not working - no port 3389 is bound

3389 port not listening Windows server 2016 not listening port 3389, due to this i am not able to RDP in to that server from a remote machine. I have checked below but....

port 3389 open The "umrdpservice" and "termservice" services are running without any problems, but when using the "netstat" command, it shows that the server is not listening on port 3389, which is the standard RDP port. I've tried various solutions, but the problem has persisted for a year, even though I regularly update the system.
